Hundreds throng Mechukha as Adventure @ Mechukha begins

MECHUKHA, Nov 07:  The 2nd edition of Adventure @ Mechukha got off to a colourful start today with hundreds of adventurous enthusiasts thronged the mystic Mechukha in West Siang district.  

The Festival was formally declared open with Micro-Lite Aircraft flying over the festival ground with the festival flag which sent rapturous roars among the audience.  

Kicking off the event, PHED Minister Takam Pario hailed the scenic beauty of Mechukha valley. “It is a matter to be proud of to have a place like Mechukha in the state, which bears immense tourism potential” he added. The beauty of Mechukha is not only for the people here, but equally for the rest of state and nation, the minister added.

Emphasizing on tourism promotion, Pario said that tourism and horticulture would boost the state economy.  He urged the unemployed youths to be skilled and take benefits of such events.  He informed that state govt is initiating every possible step to make the people of Arunachal economically self-dependable.

Expressing gratitude to the state government particularly the Tourism Department, Festival Chairman P D Sona said that tourism at Mechukha  will not only  benefit the people of Mechukha rather it will benefit the entire state and the nation. Sona who is also the local MLA further said that Adventure @ Mechukha will be organized every year.

Highlighting the objectives of Adventure @ Mechukha, Tourism Secretary Dr. Joram Beda said, “Adventure @ Mechukha is to promote adventure tourism in the state, besides intending to create a unique brand for Mechukha as an ultimate adventure destination. The tourism secretary added that tourism can create sustainable development in the state and also become a major contributor to the state economy.  Mount Everesters Tapi Mara, Tame Bagang and Nima Lama were felicitated during the event. The three Everesters along with fourteen trekkers trekked through snow capped mountains which divides Upper Subansiri and West Siang at Mechukha.

The Adventure @ Mechukha festival, which had already put the state into the World Tourism map and became the centre of tourists (both domestic and international) attraction, is being organized by the Tourism Department and sponsored by Ministry of Tourism of Govt of India. The event is being managed by the Centre for Cultural Research and Documentation (CCRD) Naharlagun.

Archery, trap shooting, mountain biking, rappelling, trekking, river crossing, rafting, kyaking and Laser Show were the most attractive events. The traditional model houses of five communities; Ramo, Memba, Tagin, Pai-Libo and Bokar with local cuisines served at every traditional house also added more colour to the festival.

The colourful cultural programme displayed by the five communities and traditional war dance of Ramo community also mesmerized the audience.

The adventurous participants were accommodated in home stays and the tents erected by Arunachal Adventure Association (AAA). More than fifty tents were erected at Yornyi Village, one kilometre away from the event site.

Earlier today, Parliamentary Secretary  Power Phurpha Tsering inaugurated the Lhallung Mini Hydel Station (2X250)KW at Lhallung village 15 kms off in presence of PHED Minister Takam Pario, PPA MLAs Nikh Kamin, Pani Taram, MLA Khonsa Wanglin Sawin, Political Secretary to CM Bamang Tago and Scretary Power Kaling Tayeng and others. While inaugurating the MHS, Purpa Tsering on behalf of the state Chief Minister announced an amount of Rs 1 crore for construction of link road from Lhallung Village to the Power Station.

 

 

Byaling urges APCS officers to deliver transparent administration

ITANAGAR, Nov 07: Arunachal Pradesh Civil Service officers are the backbone of the state administration and supposed to be strong, dedicated and sincere to deliver a clean and transparent administration to the people, said Home Minister Tanga Byaling while addressing the inaugural session of the 13th General Conference of the Arunachal Pradesh Civil Service Officers Association (APCSOA) at Banquet hall here today.

“It is one of the most sought after services of the state and the risks and responsibility manning the post is equally high, the minister said while exhorting officers to be prepared mentally and physically to take charge of any job assigned to them anywhere in the state.

Making a comparison of the dedicated service of the officers of the union territory days with the present day officers, he said most of the present day officers seek soft postings. “The road communication and other facilities like infrastructure, health and education have improved manifold but our young officers still look for postings in the district headquarters and its nearby areas. The high image of the service left by those dedicated officers should not be allowed to fade away,” he added.

 Saying that the scope of a civil service officer is very vast ranging from executive to supervisory and monitoring in nature, he said an individual is identified and recognized not only by holding a particular post but by his actions. “Once you are appointed to a post you are to apply your administrative skills in all fields and not only follow the laid down norms and rules,” he suggested.

While responding to a memorandum, Byaling assured to take up the demand for the implementation of Bagra Committee report with the Chief Minister and Chief Secretary.

State Chief Secretary, Ramesh Negi, was concerned over absence of administrative officers in their posting places and sought fortnightly report from all the DCs  and ADCs on the matter. For the people living in the remote areas the administrative officers are next to God, to whom they bring their problems and grievances for solution. Get to the core of their problems and find solution for them, he advised the officers.

The Chief Secretary announced annual book allowances of Rs.2000 so that the officers in the remote areas are updated with changed technology and law and judiciary besides keeping their reading habits and mental alertness.

He felt that some of the officers require refresher training on law and judiciary and as also in administration and development issues. He asked the Commissioner Personnel to work out a plan to send them for refresher training outside the state where there is good faculty and facilities.

He informed that the state government has already written for sanctioning of more IAS posts in view of creation of new districts to accommodate the officers of APCS cadre. On infrastructure of the officers, he said for the last two years it has been the priority of the state government to create infrastructures in the districts and sub-divisions by constructing mini secretariats for DCs and ADCs and residential quarters for them. In the state capital also 50 flats of T-IV and Type-V is being constructed to accommodate senior officers, he added.

Speaking on the occasion, Commissioner Personnel, K R Meena said, the APCS officers besides being the primary arm of the government are also the faces of the government for the poor people in the remote areas.

Earlier, officers use to volunteer to go to remote areas but today our young officers prefer a soft posting which is a wrong trend and will certainly hamper the development as a whole, Meena said adding this would also demoralize other enthusiastic officers and negatively affect the reputation and image created by the senior officers. He requested officers to maintain the reputation. He further informed that the process for streamlining transfer-posting is under process and advised the officers not to put pressure on government for transfer and posting.

The APCSOA submitted a four-point memorandum including implementation of Bagra Committee report, providing vehicle to the officers on soft loan, review of notification on sharing of CD block for APCS cadre officers and  officers of RD Department and release of corpus fund for APCSOA welfare fund.

Earlier, APCSOA President Tarin Dakpe assured the government that APCS officers are committed to working relentlessly for welfare of the State.

Strengthen research & development activities in agriculture and allied sectors: Governor

ITANAGAR, Nov 07: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma inaugurated the National Conference on emerging technology trends in Agriculture Engineering at North Eastern Regional Institute of Science and Technology, Nirjuli today.

In his inaugural address, the Governor said that the agriculture sector is one of the vital aspects of a dynamic and increasingly globalised world economy. It is the backbone of economic system of any given country. In addition to providing food and raw material, agriculture also provides employment opportunities to a large percentage of population. It is the main source of national income for most of the developing countries. A stable agricultural sector ensures a nation of food security.

He called upon the agricultural scientists and engineers to explore ways and means to make Indian agriculture a sustainable, profitable and competitive enterprise through engineering interventions of farm mechanization, natural resource management, value addition and energy management in production and post-harvest operations. By incorporating automation, precision and smart technologies to new and existing farming equipments, we can optimize efficiency, sustainability and reliability of our produce and enhance our economy.

The Governor exhorted the participants to initiate and conceptualize innovative ideas, while underscoring that the wisdom of the conference should move to the field and be beneficial to the farmers. He stressed on food processing, requirement of developing entrepreneurship base in the region and strengthen research and development activities in the field of agriculture and allied subjects. It should be integrating technology with the local needs.

Citing local challenges like water scarcity in winter months, the Governor urged upon the scientific community to take the challenge and come up with a workable solution to the problem of the State Capital, which can then be applied to the rest of the State and region. He also asked them to find scientific technique for wastage management, which can be use in agricultural fields.

Stating the challenges provide opportunities, the Governor asked the scientists and engineers to find simple and workable solutions, fulfilling local needs while keeping the environment intact.

On the occasion, the President of NERIST Society exhorted the students, faculty and officials of NERIST to live up to the pledge made and make NERIST really ‘Swachh’. I want to see NERIST not just pride of the State but of the country.

The Governor also released the souvenir of the conference.

The theme lecture of the conference was delivered by Prof. Gajendra Singh, Adjunct Professor, Indian Agricultural Research Institute, New Delhi, who is specialized in Farm Power and Mechanization. Prof. Singh spoke on Challenges and Opportunities for Agricultural and Biosystems Engineers. He dwelt in length on the population growth, climate change, pressure on the land, rapid urbanization, transformation of food systems and workforce development for food system transformation.

In his opening address, the Director NERIST Prof P.K. Das highlighted on the institute’s achievements and its future projects.

Organised by the Department of Agricultural Engineering, NERIST, participants from Indian Institute of Technology Kharagpur, Orissa University of Agriculture and Technology Bhubaneswar, CAET, Dapoli, Anand Agricultural University, Godhra, Vignan University, Andhra Pradesh, G B Pant Univ. of Agri. & Tech. Proper planning & coordination essential for success of schemes: ZPC

Ziro, Nov 07: “Proper planning and coordination amongst the executing departments and the PRI members is essential for an overall sustainable development in the district,” said Hage Kobin, ZPC, Lower Subansiri district while addressing a meeting of District Planning Committee members at conference hall, Hapoli. The PRI members should be educated in all the schemes and proposals put for further approval by all departments as a need based and grassroot level planning necessitates the involvement of the PRI members, he added. This DPC meeting scheduled in the month of May, was inordinately delayed due to the simultaneous elections, he however expressed hope that the information provided by the departments would enable for a speedy follow up and implementation. He exhorted all the members to cooperate and work in unison for the area development.

Talking tough on the absenteeism of HoDs in the meeting, he directed the DPDO to issue show-cause notice to the absent HoDs.

DPDO R K Borthakur requested the members to make the discussion meaningful and fruitful.

The PRI members present in the meeting strongly felt that the schemes and the proposals forwarded from the districts should be routed through the District Planning Committee (DPC). All the three blocks of the district Ziro I, Ziro II and Raga should prepare their individual schemes and proposals and submit the same to the DPC where the feasibility and the public reach of the schemes would be debated and then selected. They also wished that the MLA and the MPs be made part of the DPC, so that people oriented schemes can be selected for the district.

It was unanimously decided in the meeting that the schemes and proposals of the blocks should be prepared by the end of April every year and presented in the DPC meeting which will be scheduled in the month of May. MLAs and MPs will also be invited to participate in this highest body of planning in the district.

The department of Power, Agriculture, Horticulture, Fishery, Education, DRDA, Health and Family welfare, ICDS, Industry, Textile and Handloom, DVO, DACO and UD presented the report on various ongoing and proposed schemes of their departments. DIPRO

 

 

Vipassana mediation hall dedicated to public

Relics of Lord Buddha donated to Golden Pagoda

CHONGKHAM, Nov 07: Poi Lu Kyong Kammathan (Vipassana Meditation Centre) was formally inaugurated by Venerable Sukhaminda (Sao Sukham) Chau-Mun of Shan State Myanmar during the dedication programme of the Centre at Noi –Cheynam, Tengapani, Namsai on November 5 last.

On the occasion, Janake Edirisinghe and his wife from Sri Lanka donated a Thad Toh (sacred holy relics of Lord Buddha) to Kongmu Kham (Golden Pagoda), Noi-Cheynam, Tengapani.

Buddhist flag was also hoisted by Venerable Gunawanta Mahathero Chau-Mun (monk) of Ledo (Assam) in presence of Sao Sukham of Myanmar amidst scholars and Buddhist devotees from Thailand, Myanmar, Sri Lanka, USA and India.

Later on the day, a religious procession with Tun pethesa/yaa fra (celestial sacred tree) along with Thad Toh brought from Sri Lanka was carried out in and around Golden Pagoda at Noi-Cheynam, Tengapani.

Meanwhile, speaking to this reporter, the Donor of Vipassanna Meditation Hall and organizer of the event cum Parliamentary Secretary for Environment & Forest, Chow Tewa Mein and his wife Nang Vijeyta Mein appealed all to avail the opportunities offered in the Vipassana hall.

The Vipassanna Meditation Hall will hold base wise meditation course and the registration for first 10 days Vipassana course has already started. The first course will be taught by Venerable Sukhaminda (Sao Sukham) Chau-Mun of Shan State Myanmar. The last two day religious events also included dedication of Kyong (Buddhist Temple) and Kongmu (Pagoda) at Hoiseng Village under Chongkham Circle.

During the two days religious programme, mass prayer, Kathina Chivara Dana, illumination of kyong kammathan, releasing of fung-fai, display of fireworks were organized besides presentation of cultural programmes by school students, cultural team from Thailand and the Tai Khampti Pung were performed.

The event was also attended by Minister Agriculture and Horticulture Chowna Mein, MLA Namsai Chow Zignu Namchoom, organizer and donor MLA Chongkham Chow Tewa Mein and host of other dignitaries.

National cancer awareness day observed at ASH

Cervical, breast and oral cancer screening prog launched

ITANAGAR, Nov 07: The National Cancer Awareness Day was observed in a befitting manner at the Arunachal State Hospital, Naharlagun today.

The occasion was marked by the launching of Cervical, Breast and Oral Cancer Screening programme which is underway at ASH and also release of booklet on Prevention and Early Detection of Common Cancers of Arunachal Pradesh.

In her address, Secretary Health and Family Welfare, Mallo called for mass awareness of people on cancer prevention and its early detection through various publicity tools. Early detection and early treatment of cancer will help in possible curing and overcoming the dreaded disease, she said adding that Union Ministry of Health & Family Welfare has accorded top priority in combating the dreaded disease.

Lauding the initiative of organizing Cancer Screening Programme at ASH, Mallo appealed all, particularly women to avail the opportunity to overcome the disease and to promote better health.

Earlier, the Secretary released a booklet “Common Cancers in Arunachal Pradesh-Its early detection and prevention, published by the State Cancer Society, ASH, and State NCD Cell, APNHM.

Director Family Welfare, Dr Gyati Tatu, expressing concern over the rising cases of cancer in the state in spite of having good modalities of treatment, said that in Arunachal Pradesh, traditional food habits like having smoked preserved fish and meat and alcohol consumption are one of the most common causes of stomach cancer, and peptic ulcer. He advocated for avoiding and minimal use of smoked items and adopting a healthy lifestyle and food habits to reduce cancer disease in the state. To cite, he referred to the Apatani delicacy of Pike Pila, which uses ingredients of filtered ash of plants and smoked preserved pork meat, which are both harmful and causes of stomach cancer, if taken regularly. He also raised concern on the growing numbers of Hepatitis infected persons in Arunachal, which is another cause of liver cancer. He laid stress on creating awareness besides early treatment to reduce the cancer disease.

The Director also advocated for providing support through proper counseling to the cancer patient during treatment in the line of AIDS/HIV counseling.

Speaking on the cancer scenario in Arunachal through a Power-point presentation, State Nodal officer, Cancer Control Programme, Dr. M. Basar informed that as per statistics stomach and liver cancers are most prevalent among males, while cervical uterine cancer afflicts females adding that it is preventable by vaccination. He also stressed on early reporting and self-examination to prevent and treat stomach, and breast cancer respectively.  In a year, approximately 1000 persons are afflicted by cancer in the state, he informed.

In his address, CMO, Dr. R D Khrime said with rising cancer cases in the country, 11 lakh cases are reported nationwide every year. Stressing on awareness, he said early detection is a must as most of the cancer cases are due to late reporting. Stomach, oral, cervical and breast cancer are the common cancers in Arunachal.

Dr. Kenyi Ete, DMS, ASH, opined that most of the diseases including cancer are preventable by adopting a healthy lifestyle and healthy food habits. The function was organized by ASH, State NCD Cell and State Cancer Society of AP. DIPR

 

 

Job mela and VTPs

The Job Mela in Arunachal Pradesh is the brainchild of Chief Minister Nabam Tuki which was launched in a grand way at Indira Gandhi Park, Itanagar on 30th August 2013. Out of the 33 Vocational Training Providers (VTPs) from various parts of India, 22 VTPs had been selected by the State Govt. and accordingly each selected VTP had entered an agreement with State Govt. to provide training to selected candidates as per guidelines on various trades.

As much as 14012 youths had registered themselves in the Job Mela but finally 9012 youths had been selected for undergoing training in Skill Development under various VTPs. The first batch of trainees were flagged off from the Chief Minister’s residence  on 4th Oct, 2013  by Oscar Fernandes, the then Union Minister.

The first phase training on Skill Development had begun in October 2013 with 22 batches comprising of 914 youths under various VTPs.  Accordingly, the 12 batches had completed their three months training period in January 2014, 3 batches completed their 4 months training in Feb, 2014 and 7 batches completed their 6 months training in April, 2014.The following chart indicates the status and its outcome.

The first phase itself shows very encouraging results where 914 youths had undergone for skill development training in various trades and out of them 13 youths left their training on one or other reasons, the status position of 279 trainees are yet not available with the concerned department, 632 youths had successfully completed their training and all of them had been offered with job but 420 trainees only accepted the job offer who are now working in different parts of the country, 212 trainees did not accept the job offer due to personal or other reasons. It is also learnt that some them are self-employed.

It is the highlight of the first phase training that begun in the month of October, 2013. It is also learnt that several batches have came up after October 2013 for undergoing training under various VTPs.

At the initial stage, many people may not know properly about the job mela and role of VTPs, but slowly and gradually, they will come to know its importance and future for several youths of this State. Hence Chief Minister Nabam Tuki deserves appreciation for his endeavour to create job opportunities for youths. (The Writer is a Senior Journalist, Itanagar.)

 

 

Transforming Indians To Transform India

ITANAGAR, Nov 07: A programme under “Transforming Indians to Transform India”, a movement initiated by Chinmaya Mission, Chennai was held at VKV Nirjuli yesterday.

Explaining the motto of the movement, eminent speaker and Director of Yuva Kendra, Chinmaya Mission, Swami Mitranandaji said that a nation’s true transformation depends entirely on its people. He said if the countrymen transform to become physically fit, emotionally strong, intellectually refined, culturally rooted, actively patriotic and spiritually uplifted, India will be revitalized. He appealed to all to train oneself with a positive approach to fulfill the purpose of life to get ‘Moksha’.

He answered a volley of queries during the interaction session to the satisfaction of around 110 audiences.

While judging the relevance of the topic, former Director of Technical and Higher Education Joram Begi said that the wrong perception about the people from North East by the so called mainland people needs to be changed. He said that the people from the region, including Arunachal Pradesh are often termed as Chinese, Japanese or Nepali etc. which is very unfortunate.

He also highlighted about the work and activities of Vivekananda Kendra. He said that while Swami Vivekananda spread the message and work of Thakur Ramakrishna Paramansha, Mananiya Eknathji Ranade implemented the work and message of Swami Vivekananda and he identified Arunachal Pradesh an experimenting ground in the field of education.

Among others Director of Higher and Technical Education, Tejum Padu also spoke on the occasion.

 

 

Pema for early completion of Tawang  heliport

ITANAGAR, Nov 07: Minister for UD, Tourism, Art & Culture etc. Pema Khandu today visited the Ugyen Sangpo Heliport at Tawang to assess the progress of the ongoing works of the helipad. The DGCA team that visited the heliport in July 2014 raised concern over the heliport’s compliance with DGCA guidelines after the MI-172 crash on April 19, 2011.  

The issues were raised on safety guidelines such as preparing obstacle chart, installation of wind speed and direction detection apparatus, firefighting and emergency action plan at heliport, correction of undulating surface through re-carpeting etc.  

The Minister met the Tawang Deputy Commissioner at his office where the minister was updated on actions taken by the District Administration and the State Civil Aviation Department to meet the shortcomings pointed out by the DGCA team.

The Deputy Commissioner apprised the Minister that almost all the observation has been met excepting works like re-carpeting or surfacing of the helipad.  The Minister and DC along with the ADC Tawang inspected all the renovation works along with the officers of the PWD and Civil Aviation Department at Tawang, who were present at the helipad.

On inspection of the ongoing works, Pema expected to start the helicopter services from Ugyen Sangpo Heliport soon. Citing the safety issues and also the difficulties being faced by the passengers in availing helicopter service from temporary helipad at Lumla, Pema directed the Deputy Commissioner to complete the remaining works at the earliest and to request the Civil Aviation Department for operating the heliport service on temporary basis till re-carpeting is done.  

The operation of helicopter service at Ugyen Sangpo Heliport at Tawang was suspended after an instruction issued to make the heliport compliant with DGCA safety guidelines.

 

 

Governor for more Scouts and Guides activities in state

ITANAGAR, Nov 07: On the occasion of the Bharat Scouts and Guides foundation day, which is observed as ‘Flag Day’, a flag sticker of the scouting movement was presented to the Governor of Arunachal Pradesh Lt. General (Retd.) Nirbhay Sharma at Raj Bhawan, Itanagar today.

The Governor conveyed his good wishes to all the Scouts and Guides of the State and Nation on the special occasion. He said that the Bharat Scouts and Guides movement has been doing a good work in instilling self-confidence and sense of inquisitiveness in the young students. It also promotes team spirit and patriotism amongst them. The Scouts and Guides movement’s activities blend with environment, therefore it helps in preservation of the flora and fauna. He pointed that values and ideals inculcated in young ages remains with the person for lifelong. The chief patron of the Scouting movement in the State expressed his hope that more and more children will be drawn to the movement.

The Governor advised the Scouts and Guides movement officials for more Scouts and Guides activities, with special focus on cleanliness drive in the line of Swatchh Bharat Abhiyan. He emphasized that they should ensure to create a better environment for the future generations.

AKA announces state team for NE Sports Competition

ITANAGAR, Nov 7: Arunachal Karate Do Association (AKA) has announced a 17-member state Karate team, including three officials, for the National Level North East Sports Competition to be held here from December 10 to 13.

The state will participate in both Kumite and Kata events in various weight categories, according to AKA release.

AKA Technical Director S D Sharma and Prakash Limbu are the Coach and Assistant Coach of the team while Yarda Niki is the Manager.

The Team: (Male): Likha Lej, Sinne Mikhu, Doni Yangfo, Anurod Sahani, Likha Rajen, Sadan Yun, Yesenso Yun, Matyup Tamblung.

2nd Rebi Ado Memorial Football Tournament

SFS College enters final

Aalo, Nov 7:  In the first semi- final match of the 2nd Rebi Ado Memorial Football Tournament, SFS College Yeggo beat ARTU Tadin Sports Club by a margin of 2-1 in a closely fought match played today. The second semi-final will be played tomorrow between Jummi Combats Bene and Kabu SC. The closing ceremony and final of the tournament scheduled on 10th November will be kicked off by Union Minister of State for Home Affairs Kiren Rijiju. The Winner and Runners up, Best Player and best Goalkeeper will bag Rs.1,00,000, 50,000, 5000 and 5000 respectively.

Meanwhile, a meeting was held at Aalo General Football Ground under the initiative of Gego Doji, Secretary DSA to discuss issues like elaborate arrangements for the final event and finalization of annual calendar of events of the District Sports Association, Aalo. DIPRO

 

VKV Roing wins District level National Children's Science Congress

ROING, Nov 07: Sumrath Nath and group of VKV Roing were declared the winner of the District level National Children's Science Congress 2014 held at the Vivekananda Kendriya Vidyalaya auditorium here today. The second place was shared by Millo Dacha and group of VKV Roing, and Ansu Pandey and group of VKV Roing, and the third place was won by Rahul Kumar and group of KV Roing.

The seminar was organised by the DDSE office Roing under the district coordinator APO Sonam Tayeng. A total number of eleven teams from different schools of the district had participated in the competition.

The focal theme of the seminar was ‘understanding weather and climate’ which had six sub-topics namely, ‘weather around you’, ‘impact of human activity on weather and climate’, ‘weather, climate and ecosystem’, ‘weather, climate, society and culture’, ‘weather, climate and agriculture’, and ‘weather, climate and health’.

Addressing the students, Principal DIET Bhashan Singh encouraged them to show more participation in such seminars.

"Winning or losing doesn't matter, what matters most is your participation", he said.

 

Awareness campaign on CM’s Universal Health Insurance scheme

PASIGHAT, Nov 07: An awareness campaign on Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme (APCMUHS) was held at the Pasighat general hospital conference hall to sensitize the doctors and staffs of the hospital.

Addressing the participants, Jt. Director of Health Service (T&R), Dr. Kabang Lego informed that the New India Assurance Co. Ltd is carrying out the enrolment process and a committee is closely monitoring for proper implementation of the scheme, headed by the DC as Chairman and DMO as Nodal Officer and representatives of insurance company as members. He further disclosed that every registered family in the district can avail cashless hospitalization (upto Rs. 2 Lacs per annum) through a smart card in any of the empanelled hospitals located in Arunachal Pradesh, Guwahati, Dibrugarh, Jorhat, Tezpur, Delhi, Kolkata, Mumbai, Pune, Hyderabad, Bengaluru, Chennai & Vellore. The scheme also assures to provide allowance of Rs 100 per day (upto a maximum of seven days) during hospitalization of head person of the insured family, added Dr. Lego.

Medical Superintendent, Dr. YR Darang through power-point presentation briefed the procedures of getting the family smart cards and the scheme’s salient features. In addition to cashless treatment, one way transportation charges from residence to the hospital will be given to the patient within Arunachal Pradesh as per the rate/fare fixed by the ‘Arunachal Pradesh State Transport Service’ and in case of outside Arunachal, APSTs are eligible for railway’s sleeper class, she added. In case of death of head of family unnaturally like in electrocution, fire or road accidents etc, the victim family members will get Rs. 50,000 (deducted from the insured amount) as compensation under the scheme, apprised Dr. Darang. Walk to stay fit and healthy organized

ITANAGAR, Nov 07: National Hydroelectric Power Corporation Limited (NHPCL), Itanagar in association with a local daily organized a “Walk to Stay Fit and Healthy” today.

The walk started from Indira Gandhi Park here to Zero Point Tinali and back. Around 120 students, public and NHPC officials participated in the walk.

Taking part in the walk, Capital Complex Deputy Commissioner Mige Kamki emphasised on the issue of ‘Say no to drugs and plastics’.

Kamki along with All Arunachal Students’ Union President Kamta Lapung jointly handed over the Ambulance donated by NHPC to Medical Superintendent of Arunachal State General Hospital, Naharlagun.

During the programme at IG park, Kamki distributed scholarship amounting to Rs. 2.30 lacs to Sports Authority of India, Special Area Game Centre, Naharlagun, Smart Class Pen-drive to Holy Cross School, Itanagar and Kendriya Vidyalaya-I, Naharlagun and Computers to Women’s Development Centre, Guwahati (Sister Organization of Holy Cross School, Itanagar) under Corporate Social Responsibility and Sustainable Development Scheme of NHPC Limited.

Two wheel chairs and four hearing aids were also distributed to inmates of Mother’s Home, Lekhi Village. One wheel chair was also given to Igul Sitek (Spastic paralytic).

M. Razaque Rahman from Art of Living, Itanagar briefed the youth about the benefits of walking and tips for leading a healthy and quality life.

 

RKS review meeting held

CHANGLANG, Nov 07: The District Health Society Changlang conducted the review meeting of Rogi Kalyan Samiti to discuss various issues relating the Health Centres and prioritization of activities in the district under National Health Mission here at the DC’s conference hall.

Speaking on the occasion, Deputy Commissioner Chanchal Yadav asked the in-charge Medical officer to dispose the duties sincerely and try to resolve the issues at their own level or at the district level. She said that the district administration will extend every possible help for delivering better health facilities to people of the district.

Dr Tope Yomcha, DRCHO, Changlang presented various issues relating to the different health centers in the district and proposed actions through power point presentation.

Regarding RMNCH+A, he asked all MOs in-charge to give emphasis on ‘Continuum of Care’ to provide quality health care services at all stages of life. He asked them to prepare Facility Wise Action Plan and submit the same immediately. He requested the Medical Superintendent, District Hospital & MO i/c of CHCs & PHCs to make the counseling on ANC, ANAEMIA, PNC, FP etc mandatory for MO & GNM/ANM discharging such services.

Stating that at least two Health Facility Centers must be developed as showcase Health Facility Center in the district especially at the Delivery Points with all the protocols immediately he suggested starting the same in CHC Bordumsa, PHC Kharsang and Jongjihavi Sub-centre of Khimyang Circle. He asked them to comply with LR Protocols with proper LR Tray, Privacy, BWM and RW at all the Health Facility Center. He also urged the DMO, MS and MOs to supervise for proper maintenance of logbook of each NAS and supervisory vehicles and asset register against all the health centers.

DMO, Changlang Dr S Chai Pul urged all the MOs to submit quarterly drug stock report within the stipulated time. She insisted them to submit Infant Mortality Rate and MMR report regularly.

Dr Chai also discussed important issues on Chief Minister’s Universal Health Insurance Scheme.

The members RKS discussed various activities under National Health Mission and finalized the priority lists of activities under RCH Flexi pool, NHM Flexi pool and Immunization for the year 2014-15. DIPRO

 

Skill development prog for jobless youths

ITANAGAR, Nov 07: Supplementing the ongoing skill of youth undertaken by the state government, a month-long entrepreneurship-cum-skill development programme on fancy cloth bag making organised by the National Youth Project (NYP) began here today.

Fifteen youths are taking part in the training, organised by Union Ministry of MSME’s Itanagar-based branch development institute in collaboration with NYP.

In his inaugural address, MSME’s G. Poddar lauded the NYP for skilling the youth to make them employable or self-employed.

He gave details of MSME scheme and assistance it offers to make them entrepreneurs.

The MSME always chooses credible NGOs like NYP having direct connect with the youth as a platform to work of the youth. He also took a class of the trainees.

NYP president, H. P. Biswas explained how the training would be beneficial as fancy bags are in fashion now and has a ready market. “The training would give you confidence to become entrepreneurs,” he added.

 

‘Expedite investigation’

ITANAGAR, Nov 07: West Siang unit Jering Matkir Society in a representation to Capital Complex SP has urged him to expedite the case of their member late Neil Jerang, who was killed in an alleged bike accident that took place near RK Mission Hospital on Oct 4th last.

In this regard, an FIR ITA PS Case No- 280/14, US-279/304 (IPC) has been registered in Itanagar Police Station but the investigation process is very slow and the victim is yet to get justice despite meeting with Home Minister on the very day, claimed the society. “After detail enquiry of the incident, it has been observed that it was a well planned murder case. So we appeal the concern authorities to investigate the case as a planned murder case, not just a road accident case and book the culprits under appropriate sections of law”, they said.

 

APITITU seeks advertisement of vacant Mandal posts

ITANAGAR, Nov 07: The Arunachal Pradesh ITI Technical Union (APITIU) has sought early advertisement for the vacant 11 posts of Mandal in the department of Land Management.

In its letter addressed to the director, it claimed that on August 9 2014, out of the 17 vacant posts, only six were filled while 11 are still lying vacant.

 

Papum Pare District Level Governor Quiz Competition held

ITANAGAR, Nov 7: Amarjeet Singh and Deepjyoti Sapkota of VKV Nirjuli secured first position in the Papum Pare district level Governor Quiz Competition conducted at URC Building, Naharlagun today. The competition was organized by DDSE Yupia.

Komar Pulom and Yapi Haning of Govt Higher Secondary School, Ganga were adjudged for the second position while Tadar Gunkap and Chera Bhai of Govt Hr Secondary School, Doimukh secured the third position.

Speaking on the occasion, DDSE Yupia TT Tara called on the students to inculcate hard work in them to compete in the state level quiz competition.

 

Former students donate dustbins

ZIRO, Nov 07: The 1989-90 batches of Class XI and XII students of Govt. HS School Ziro (GHSSZ), who passed out 25 years ago, donated few dustbins to the school.

“After a gap of 25 years, we the alumni of the school have decided to contribute something which may help the school in maintaining cleanliness and beauty,” said the chairman of the batch Hage Tasser.

In those days, students were sincere, hardworking and law abiding. Nobody dared to go against the will of the school authority for which the school earned good reputation in CBSE results of class ten and twelve. The school also produced highest numbers of bureaucrats, technocrats etc, he said and appealed to student community to follow the footprints of students of those days, he said.

This school has given many of its students, including our batches success and establishment but in return we could not give anything to the school. That is why we have donated few dustbins, said its secretary Kalung Lentho.

Moved by gesture of the former students, Hibu Tama, Principal of the school on behalf of the teaching fraternity and students of the school has thanked them and said they will use the dustbins properly.

Later, during an interaction, the former students assured to the school authority to cooperate in bringing back the past glory of the school.

It may be mentioned here that, the school has passed a crucial phase for the last many years, nobody had paid any attention until the recent incident of murder inside the school campus.  

Heaving learnt the condition of the school, Chief Minister Nabam Tuki has visited the school and took stock of the ground reality and committed to provide boundary wall etc. Thereafter SMILE Ziro has repainted the school gate recently.

Don’t malign department and selected candidates

Dear Editor,

We the selected candidates of the recently conducted recruitment examination for Full Time/Part Time Teachers, Warden and Accountant under SSA in West Siang District would like to lay the following few lines in your esteemed daily.

1. The DDSE-cum- District Project Officer, West Siang District had advertised various numbers of posts under SSA vide advertisement No. WS/SSA/RS-04/APPT/2013-14 dated 25/08/2014.

2. Department of Education conducted the competitive examinations with the help of   District Administration as per the advertisement: -

i)  Written Examination on 15/10/2014.

ii)   Result of Written Examinations declared on 22/10/2014.

iii) Interview/Viva-Voce  : 25-26/10/2014.

iv) Final Result              : 27/10/2014.

3. We (selected candidates) would like to state that as per our experience, written examination has been one of the best examinations so far held in the state and the best in our district. The quality of question paper, atmosphere and standard of Viva-Voce by the Interview Board, prompt declaration of both written and final result has been of the highest standard. We feel that such standards are rare and may such trend continue in the years to come. Department of education and district administration has done tremendous job in conducting such high standard recruitment examination without any hiccups. We, not only as the successful candidates, but as an educated citizen, appreciate the ranks and file of the department specially, Pige Ligu, DC-cum-Chairman District SSA, Tomi Doke, DDSE-cum- District Project Officer, Bamin Loyi, Coordinator (SSA), all BEOs and the Superintendent of Police for their commendable job. Their works have been unmatched and have lived up to the reputation of the standards of healthy competitiveness in West Siang District.

Any complaint from any quarters must be coming out of frustration and to malign the image of education department. We know, we have not resorted to any unfair means in the entire examination process. We know that only deserving candidates have come out successfully. In a limited post recruitment examination, not every candidate can be accommodated, and may be some deserving but unlucky few has been missed out. But it does not mean that they should point fingers at other people. Not getting selected in the examination and protesting thereafter is unfair, illogic, misleading and detrimental to the public interest.

Assumptions and presumptions have no place in our society and especially not at all in the Education Department. Such persons rather should be sued for defaming Education Department and tried under disruption of public order. Those people who are trying to malign the department or selected candidates, and above all trying to jeopardize our future, are anti-social and should be dealt with firm hand. We have waited to get employed for such a long period, so' much so that even a day’s delay is becoming unbearable. We have put all our energy in preparing for this examination.

A candidate's cry for transparency

Dear Editor,

This is in response to the letter that appeared in your esteemed daily today under the title “Clarification” by DDSE Aalo.

I am among the failed candidates who appeared the interview for the post of warden, which had 20 vacancies. Through your esteemed daily I wish to highlight my grievances and to make it coherent I will make it point-wise.

1. Firstly, this is not an allegation. I have applied for the examination documents through RTI and am awaiting response from the education department. I only intent to highlight what to my understanding is gross misappropriation.

2. Secondly, the word “Looser” used by DDSE, Aalo, is derogatory, unjust and dishonourable. For a person holding such an esteemed post especially in the education department it is important that one learns to select the right words. We should not associate failure to such words.

3. Thirdly, after the written examination I was ranked 3rd among the candidates in the merit list. In the final list after the interview, a candidate ranked 43rd initially was among the list. DDSE Aalo has cited our inability to speak English as one of the reasons for rejection. Here, I wish to highlight that the written examination was also a test of our knowledge on the same subjects. Interviews are meant to test one’s personality but I will not be contesting this.

4. The written examination was of 3 hours and carried 100 marks, whereas to our utter disappointed the viva-voce which was conducted for only 5-10 minutes for each candidate carried 250 marks. The total mark of the viva-voce was also not disclosed beforehand and we only found out about it through the article in your esteemed daily titled “Clarification” by DDSE, Aalo. This is unfair. No examination conducted by State or Central authorities has such a selection structure with so much weightage on viva-voce. Such high weightage to viva-voce is highly vulnerable to manipulation, although I reiterate, I make no allegations in this article.

5. Moreover, in the advertisement it was clearly stated that preference would be given to a female localite for girl residential Schools. In my case I was the only local female candidate from Kamba region in the merit list prepared after the written examination. Kamba region has 2 schools one of which is a girl only school and the other one is a co-ed school with a separate girl’s hostel. If by preference they meant otherwise then I understand.

If candidates have made allegations against the department it has been so because of reasons similar to the ones stated above. We are disappointed with the result but more so with the attitude of the higher ups who have total disregard for us – the candidates.

Start work from grass root

It is pleasant to know that team of officials from Tourism Department representing Arunachal Pradesh, is attending the 35th World Tourism Market (WTM) being held at London. The main objective of participating in the WTM is to promote the rich tourism potential of the state. WTM is a leading global event for the travel industry being participated by more than 180 countries worldwide. It provides a unique opportunity for the whole global travel trade to meet, network, negotiate and explore opportunity in tourism sector.  The participation of Arunachal tourism in such international event will naturally help to sell our state as a popular tourist destination. Despite being blessed with enchanting natural beauty and vibrant culture, Arunachal has not been able to attract enough tourists.

In compare states like Sikkim, Nagaland and Assam has gone way ahead of us in terms of attracting the visitors. It is widely believed that due to the failure of Arunachal government to properly market the tourist destinations of state, we are still lagging behind. Apart from it, the government has also miserably failed to set up proper infrastructure to support the tourism industry. Thousands of government money is being pumped in for the construction of tourist lodges in various parts of the state, but nothing has improved at ground level. Contractors in cohesion with politicians and govt. officials have misused the fund and result is that majority of tourist lodges have not been properly constructed.  If these concerns are not addressed, Arunachal will never be able to become a major tourist destination.
